In 2025, Community Energy Project expanded our impact, deepened community partnerships, and continued pushing for long-term climate and housing justice. From legislative victories to new solar milestones and expanded education programs, here’s a look at what we accomplished together.
Advocacy: Protecting Families & Advancing Energy Justice
Five bills CEP supported passed the legislature! CEP played a key role in passing bills that protect vulnerable households from unfair utility practices, promote energy affordability, and enhance Oregon’s aging electric grid.
We also helped pass temporary and permanent summer and winter shutoff protections to keep frontline households connected during extreme weather. Check out our Permanent Utility Protections flyer to understand your rights as a utility customer in Oregon.
Energy Friendly Homes: Scaling Our Impact
CEP was selected to support the Energy Friendly Homes Program, a five-year initiative retrofitting 3,100 homes across Portland with energy efficiency upgrades. As the Client Navigator, CEP will assist program participants through the process from start to finish. We will support clients by connecting households with language interpretation services, utilizing diverse outreach and communication methods, and ensuring program information is accessible and culturally appropriate.
Workshops: Education That Empowers
Our team served 600 households through community workshops. Of those, 385 households participated in our Weatherization Workshops and 215 households participated in Healthy Homes programming.
Healthy Homes Workshops now include an expanded curriculum with modules on lead poisoning prevention, mold mitigation, indoor air quality, radon, and carbon monoxide safety.
Our workshops have a 99% satisfaction rate. Participants felt that the workshop provided helpful information and was worth their time.
Renewable Energy: Growing Access and Building Momentum
CEP’s Community Solar team expanded in 2025 to strengthen support for the Oregon Community Solar Program (ORCSP).
The ORCSP reached a program milestone and filled 50% of total program capacity – increasing access for low-income and underserved communities. CEP is preparing to expand into rooftop solar, laying the groundwork for future impact.
In-Homes: Building Energy Resilience
CEP’s In-Home team continued to increase energy efficiency across our communities, resulting in lower carbon emissions and long-term savings.
Through the Community Heat Pump Deployment Program, CEP served an additional 35 homes outside of Portland.
With support from the Portland Clean Energy Community Benefits Fund (PCEF), CEP completed 78 energy efficiency upgrade projects in 2025 alone and 217 projects to date. CEP also installed 95 heat pump water heaters for low-income households on the frontlines of climate change.
