Why Go Solar?
It’s good for the planet, it’s local, and rooftop solar installations produce clean, renewable power even on cloudy days. Producing your own solar power greatly reduces your annual electricity costs, year after year. You could save about $1,000 a year on electric bills with a solar installation through the Portland Solar Access Program.*
*Savings will vary based on actual solar installation size and energy usage.
How do I get started?

Create an intake appointment
Schedule an intake appointment using the scheduling application below.

Talk with a CEP Representative
During your appointment, you’ll talk to a CEP representative who will ask you a series of questions about your home and income to see if you may qualify.

On-Site Visit
If it seems like your home may be a candidate for the program we’ll send your information to one of our trusted solar contractor partners who will reach out to make an appointment for an on-site assessment.

Project Proposal Review
If the on-site visit confirms that your home is solar ready, the contractor will create a project proposal and walk you through each step of the installation process.

Contract sign
Once you green light the proposal you’ll sign the contract with the contractor and Energy Trust of Oregon.

Solar Installation
Congratulations, it’s time to install your rooftop solar! You’ll save money the day they turn on.
Does your home qualify?
All participants must:
Live within the city of Portland
Be energy burdened and/or fall below 80% area median income.
Own your home
Have a home that’s a suitable solar candidate
Shading, roof condition, electrical, and roof orientation are all factors that will be considered for gauging eligibility
*we may be able to help cover enabling repairs to help make your home solar ready!

More about this program
The Portland Solar Access Program is a community-led collaboration between Energy Trust of Oregon, APANO, Self Enhancement, Inc. and CEP to install no-cost solar for income-qualified Portland families so they can benefit from clean, carbon-free power and save on energy bills for years to come.
The program will also strengthen and diversify the local solar workforce. The Portland Solar Access Program has been made possible in part by a grant from the City of Portland, Portland Clean Energy Community Benefits Fund.
