Community Energy Project offers free in-home repairs and energy-saving upgrades to help you stay comfortable, lower your utility bills, and extend the life of your home. Our services include leak repairs, weatherization, and energy-efficient replacements such as heat pumps and water heaters.

Weatherization & Repair
Community Energy Project conducts free weatherization and safety repairs for hundreds of low-income households, seniors, and people with disabilities.
Our free home repair program focuses on serving people who:
Own and occupy their homes in the City of Portland
Earn 50% of median income or less (situationally up to 80% MFI)

Are 55 or older and/or have a disability

Leak Repair
In partnership with Portland Water Bureau, Community Energy Project can repair specific waterline issues (major and minor), replace equipment, and provide lead exposure awareness and education to customers who qualify for this program.
Why should you fix a water leak?
The average household's leaks can account for nearly 10,000 gallons of water wasted every year and 10% of homes have leaks that waste 90 gallons or more per day. Common types of leaks found in the home are worn toilet flappers, dripping faucets, and other leaking valves. These types of leaks are often easy to fix, requiring only a few tools and hardware that can pay for themselves in water savings. Fixing easily corrected household water leaks can save homeowners about 10% on their water bills.

Water Heater Replacement
CEP has replaced over 350 inefficient water heaters with new, heat pump water heaters that save clients over $300 per year.
If you are income-qualified and have an electric water heater at least 10 years old, CEP can help you replace it for FREE and start saving on your monthly electric bill.
Switching from an electric storage tank to an electric heat pump hot water heater could save you over $300 each year.
