Small-Measure Weatherization: Facilitating Community Empowerment, Education, and Involvement is a training for energy educators based on Community Energy Project's 30 years of success implementing a grassroots energy education program.
CEP provides thousands of low-income households the means to make energy-saving behavioral changes and install low-cost, small measure weatherization materials through interactive, do-it-yourself (DIY) workshops. The training also provides tips and lessons learned for recruiting and training hundreds of volunteers to install materials for senior citizens and people with disabilities who experience barriers to utilizing the DIY weatherization kits.

We've provided 25 years of physical site verifications and follow-up visits to 15-20% of our clients annually. Complete reports are available upon request. Some highlights:
- On average, clients spend about 5 hours weatherizing their own homes
(after attending a 2 hour workshop). - Over the past five years, clients reported saving an average of $30/month in the winter
(70-80% reported saving on bills). - The usage rates for the most popular kit items are: reusable window kits (92%), CFL (92%), and door weatherstripping (80%).
- In a longer-term follow-up survey (1-2 years after attending a workshop) 76% of people surveyed reused the window kits and 82% reported using something from the kit (including the window kits).
- 98% reported that they remembered the workshop, and 92% said they learned something new at that workshop.
About the Trainer
Chaun MacQueen is the Program Director for Community Energy Project, where she’s worked since 2003. Chaun also serves as the Training Supervisor for CEP’s EPA Certified Renovator and Refresher trainings for the Renovation, Repair, and Painting (RRP) rule. She has 15 years experience in environmental education for a wide variety of audiences; in the U.S. and abroad, varying across ages, cultures, languages, literacy levels, for professionals and laypersons. Chaun holds a BS in Natural Resource Management and Environment & Forest Biology from SUNY College of Environmental Science and Forestry and an MS in Environmental Studies from University of Oregon focusing on Public Policy, Planning & Management and International Studies. She is a Certified Interpretive Guide (CIG) and a member of the National Association for Interpretation (NAI). She is also a Returned Peace Corps Volunteer (Nepal 1997-1999).
